Electric Quarterly Report Training Conference

Energy Compliance Consulting will be holding a FERC Electric Quarterly Report training conference on September 29 and 30, 2014, at the Doubletree Guest Suites in Phoenix, AZ. This training is focused on compliance with all EQR requirements, including the recently added fields and format changes from Order Nos. 768, 768-A and 770. Attendees will receive a comprehensive manual that pulls together all of the previously-existing and new requirements, and walks the user through the filing process. The manual has been updated significantly to reflect not just what FERC said it would do in its orders, but what actually resulted. This training can introduce new filers to the EQR and will help current filers to learn more about the expanded data requirements now that we have had a chance to see FERC’s system in action. Barbara Bourque, the leading expert on EQRs, will lead the sessions. Barbara led the development and implementation the original EQR software at FERC, and managed the Commission’s EQR program for several years before joining the private sector. The training will include a brief discussion of the history and reasons for the EQR, and work through the entire EQR preparation, review and submission process, including uploading data using FERC’s new web portal (Barb will also demonstrate uploading EQRs using eFileEQR, the software marketed by Systrends.), dealing with error messages, and ensuring that filings are complete and correct. The training will address not only the mechanics, but also include a detailed discussion of how to ensure that your company’s data complies with all of FERC’s requirements, including FERC’s automatic data screens. In addition, Barb will share trouble-shooting tips and filing and review strategies. Participants can submit questions prior to the conference or ask them during the sessions as time permits. Intro to FERC 

Monday, 9/29/14, 9 a.m. to 1:00 p.m.: Introduction to FERC. This session is great for non-jurisdictional employees new to FERC, and also for FERC-regulated filers who want to know more about FERC. The class will provide an overview of the FERC, including information about its offices and functions; a review of FERC’s website, including an introduction to eLibrary and the EQR site; and an overview of FERC tariffs, rate schedules, and service agreements, including eTariff. This background may help attendees who have little experience with FERC regulations get more out of the EQR training.

INTRO TO FERC AGENDA 

Intro/Contract Data 

Monday 9/29/14, 1 – 5 p.m.: Introduction/Overview of the EQR and Contract Data. This session will address general information about the EQR, how the data are used, and some high-level concepts useful for filing. The Contract data discussion will take a detailed look at each Contract data element to help filers understand what is required for a variety of contract types – including master agreements, PPAs, retail supply (POLR), transmission, and interconnection agreements; and reporting transmission capacity reassignments.

INTRO/CONTRACT AGENDA 

Transaction/All New Fields 

Tuesday, 9/30/14, 8:30 a.m. – 400 p.m.: Transactions and everything else EQR. This includes ID Data; Transaction Data – including a focus on the new fields; Index Price Reporting Data; and e-Tag Data; compiling, formatting, and uploading data files; reviewing data; accessing data on FERC’s web site; billing adjustments; and FERC audits.
Cost: $750 (includes lunch and break snacks)

The hotel is very close to the airport, and a free shuttle is provided for hotel guests. The cost of the training is detailed below (by individual classes or packages), and there is a 10% discount for registrations by August 29, 2014. For companies sending multiple employees, a 10% discount is given to additional employees from the same company. Companies considering sending multiple employees may inquire about having training given onsite at their location. Training can be customized to focus on relevant areas, and issues can be raised confidentially. It may be more cost-effective if you have multiple employees attending.
