Electric Quarterly Report Training Conference

Information about that conference will be posted once the arrangements have been made with a hotel. Energy Compliance Consulting will be holding a FERC Electric Quarterly Report training conference on November 13-14, 2017, at the DoubleTree Suites by Hilton Phoenix.This training is focused on compliance with the all of FERC’s EQR requirements. Attendees will receive a comprehensive manual that pulls together all of the EQR requirements and walks the user through the filing process. The manual is continually updated to keep pace with changes and evolving guidance from FERC. This training can introduce new filers to the EQR and will help current filers to learn more about the data requirements to ensure compliance with FERC’s rules. In addition to the EQR training, there will be an optional Introduction to FERC session on Monday morning, November 13th.

Barbara Bourque, the leading expert on EQRs, will lead the sessions. Barbara led the development and implementation the original EQR software at FERC, and managed the Commission’s EQR program for several years before joining the private sector. She has trained over 800 EQR filers from more than 400 utilities, and performed dozens of EQR audits – ordered by FERC (as a result of a FERC audit) or utility- initiated reviews.  For more information about the Energy Compliance Consulting’s previous EQR conferences, see the conference web page.

The training will include a brief discussion of the history and reasons for the EQR, and work through the entire EQR preparation, review and submission process, including uploading data using FERC’s new web portal (Barb will also demonstrate uploading EQRs using eFileEQR, the software marketed by Systrends.), dealing with error messages, and ensuring that filings are complete and correct. The training will address not only the mechanics, but also include a detailed discussion of how to ensure that your company’s data complies with all of FERC’s requirements. In addition, Barb will share trouble-shooting tips and filing and review strategies. Participants can submit questions prior to the conference or ask them during the sessions. Intro to FERC 

Monday, 11/13/17, 9 a.m. to 1:00 p.m.: Introduction to FERC. This optional session is great for employees new to FERC, and also good for filers who want to know more about the agency. The class will provide an overview of the FERC, including information about its offices and functions; a review of FERC’s website, including an introduction to eLibrary and the EQR site; and an overview of FERC tariffs, rate schedules, and service agreements, including eTariff. This background may help attendees who have little experience with
FERC regulations get more out of the EQR training. (Includes lunch)
INTRO TO FERC AGENDA 

Intro/Contract Data 

Monday 11/13/17, 1 – 5 p.m.: Introduction/Overview of the EQR, ID and Contract Data. This session will address general information about the EQR, how the data are used, and some high-level concepts useful for filing. The Contract data discussion will take a detailed look at each Contract data element to help filers understand what is required for a variety of
contract types – including master agreements, PPAs, retail supply (POLR), transmission, and interconnection agreements.

Transaction/All New Fields 

Tuesday, 11/14/17, 8:30 a.m. – 4:00 p.m.: Transactions and everything else EQR. This includes Capacity Reassignments; Transaction Data; Index Price Reporting Data; compiling, formatting, and uploading data files; reviewing data; accessing data on FERC’s web site; billing adjustments; and FERC audits. (Includes lunch and break snacks)
TRANSACTION/ALL EQR AGENDA 

The conference will be held at the DoubleTree Suites Phoenix Hotel. The hotel is very close to the airport, and a free shuttle is provided for hotel guests. A block of guest rooms has been reserved from 11/12/17 – 11/15/17 for the conference at the special rate of $139 per night (plus tax), which includes a full breakfast. The cost of the training is detailed below, and there is a 10% discount for registrations received by Monday, October 23, 2017. For companies sending multiple employees, a 10% discount is given to additional employees from the same company. Companies considering sending multiple employees may inquire about having training given onsite at their location. Training can be customized to focus on relevant areas, and issues can be raised confidentially. It may be more cost-effective if you have multiple employees attending.
